slope (x'-x)=y'-y
-3. (0-x)= -4-y
-3.-x= -4-y
3x= -4-y
y= -3x-4

the equation of a line that has slope m and passes through the point (x1,y1) is
y-y1=m(x-x1)
given
slope=-3
point=(0,-4)
x1=0
y1=-4
equaton is
y-(-4)=-3(x-0)
y+4=-3(x)
y+4=-3x
